President Biden signs executive order to govern generative AI
The executive order expands upon informal agreements previously established by the White House with AI companies.
President Joe Biden has signed an executive order aimed at regulating generative AI, establishing eight key objectives. These goals include setting new standards for AI safety and security, safeguarding privacy, promoting equity and civil rights, advocating for consumers, patients, and students, supporting workers, fostering innovation and competition, advancing US leadership in AI technology, and ensuring responsible government use of AI.
Multiple government agencies have been tasked with developing standards to prevent AI misuse, including the engineering of biological materials, content authentication practices, and cybersecurity measures. Notably, the order calls for the sharing of safety test results by developers of large AI models like OpenAI's GPT and Meta's Llama 2.
To protect user privacy, the White House has urged Congress to pass data privacy regulations and promote "privacy-preserving" techniques. Additionally, the order aims to combat AI-based discrimination, including addressing algorithmic biases and ensuring fairness in areas such as sentencing, parole, and surveillance. Government agencies are instructed to provide guidelines for landlords, federal benefits programs, and contracts to prevent AI from exacerbating discrimination.
The order also directs agencies to address job displacement due to AI and establish a National AI Research Resource to support students, researchers, and small businesses in the AI ecosystem. While an executive order is temporary, it signifies a significant step towards establishing standards for generative AI, demonstrating the US government's commitment to the field.
